Hey Faisal,
I am fairly new to using PADS myself, but here is what I know about the drill table. I am using PADS 9.1 so it could be slightly different for you. The drill table dose not exist on a layer in the fashion that it can be turned on and off in the Display Colors menu. It is part of the Fabrication gerber settings. In order to make any kind of changes to the drill table go to File>> Cam, and this will bring up the Define CAM Document window. From there select Fabrication Drawing layer and press the edit button. In the Edit Document window press the Options button in the Customize Document section of the window. In the Plot Options window press the Drill Symbols button to open the Drill Drawing Option window.
This is the window that you can make all the edits to the drill drawing table. You can set tolerances, units, letter height, chart line width, and change the location of the chart by entering in coordinates. You can also refresh your drill chart from here and organize it.
As far as enabling the drill chart to show up on other layers I have no idea other then to manually copy the chart and set it all to which ever layer you desire. Hope this helps a little bit.
Good Luck,
-Andrew
