Help-- how to flash the PADs in PCB when creating gerber file?

Dear all

I created gerber files for PCB manufacture and checked the gerber file by "ctrl+shif+o" in "viewmate", it is shown that not all pads are flashed.

I want to change those non-flashed pads into flashed and tried different methods, but I couldn't find the setup to change the non-flashed pads.

What's more, it is stange that there are both flashed pads and non-flshed pads even in one component.

Could you please help me?
