This is functioning correctly, you cannot have more than one user editing a single sheet, you can view the edits being made by the user only. If you open a second sheet of the same schematic you should be able to edit this sheet from PC B and if you then open sheet 2 from PC C you will see a similar message on PC C that the sheet is locked by user y on PC B.

This could be a number of things all related to access permissions. If you are sharing via RSCM then the account that runs the service must have access to all of the shared resources, it should not be a system account or superuser on Unix. All of the other users must also have permission to access the shared locations. The user should check the service is running (iCDBNetLauncher.exe) and under which user etc etc.
