No you don't add it as a part in the part editor, it won't get packaged because you've set Forward to PCB to false. It appears in the schematic and BOM only. If you want it to appear on the PCB then you probably need to create a nested cell in Expedition, consult the documentation on how to do this.
How are you creating your BOM? Look up Controlling Part Inclusion/Exclusion in BOM/PCB in the DxDesigner User's Guide for full details on how this all gets controlled. It has been discussed on this forum many times as well though in this case it was in a discussion about Variant BOMs http://communities.mentor.com/message/29354#29354

It's impossible to list those parts with a false value of forward PCB
attribute. It's possible to list those parts and quantities by using script.

If you use Forward to PCB = False then you also need to apply Part List Exclude = False to get the parts listed in the BOM. You will also need to apply a Ref Designator manually (use Add Properties to do this quickly for all such parts) so that the quantity will be correct.
This is documented in the DxDesigner User's Guide - Generating Bills of Materials > Controlling Part Inclusion/Exclusion in BOM/PCB
Create a 'module' type part with the Forward to PCB flag set to False in the library and add this to DxDataBook. Then the part will appear in the BOM butb not the PCB. Search the forum for 'Part List exclude' and 'Forward to PCB' for more discussions on this subject.
