One more piece to this puzzle: The following error dialog box comes up when I try to run the update:
"Could not load data from manifest file: C:
Updater will be closed. You can read details in the log file:
The text in the initial post is the text of that log file.
Sorry to hear you run into a problem with IO Designer.
You have IOD 9.5, but what version of the EE Flow are you running and what update?
I ask because the IO Designer library update problem was resolved with EE7.9.4 update 41 also in EE7.9.5 update 29 and later
Well, I just got done installing the latest update to 7.9.4, which is update 43. No joy. I may be getting somewhere, though, as I'm pretty sure I'm getting a different error message now.
THIS JUST IN.......You have to be signed into Mentor for the updater to work! Once I signed in on Supportnet, the updater is running successfully. It would have been nice if it would have mentioned that somewhere in the error message that popped up! I guess it did give me a clue; it said "the server requires verification" or something along those lines.

I think the issue is still not solved as still in IOD 10.2 (with VX.2.2) the same error

And this even with https (as mentioned somewhere else) and when I am signed in into the support net (credentials verified & correct!)
I successfully downloaded a VX.2.2 IOD device library, so the process should be working for you also
