Can you send any one of the decal?
Attached the file DFN14.DX exported from the central library with DECAL EDITOR.
I want to add "INNER LAYER" to pads 16-25.
As you can see from the attached image, there is no "inner layer" in the list of available layers and therefore I can not add it in PAD STACK.

What is .dx extension, never seen in PADS?.
Start a new job and and this part on it and export ascii file.
Send me the ascii file.

The ".DX" format is the DECAL export files from "Library Tool" of xDX&PADS LAYOUT.
Basically, if I edit a DECAL that does not contain the "INNER LAYER" entry in some PADs, I do not know how to add it because I can not find the "INNER LAYER" entry in the list of available layers.
This happens both by DECAL EDITOR executed by "Library Tool" and by PADS LAYOUT.
I'm working with PADS STANDARD PLUS VX.2.2.6.

File is read only, I can't save or edit it.

Now, I have tried to open and import the .ASC file that I have posted and I discover only now (!!!!) that "INNER LAYER" is now visible.
If I open the same DECAL from DECAL EDITOR form PADS LAYOUT started from "Library Tool" of xDX, the "INNER LAYER" in this DECAL is missing and I do not know how to add it.
Where is the problem?
If you delete the entry "INNER LAYER", how do you re-add it?
Internal layers can't be deleted in Decal editor.
You may want to CHECK decaledt.asc file.
Start new job, export ascii and save it as DECALEDT.asc.
The problem is that some of my old components do not have the "INNER LAYER" entry and DECAL EDITOR of PADS LAYOUT does not allow you to add the entry manually because "INNER LAYER" is not present in the list of selectable layers.
This, in my opinion, is a BUG.
The fact that, to add the "INNER LAYER" entry in these components, I first have to export each DECAL with this problem in ASCII format and then re-import it is a possible (but insane) solution; it takes a long time, especially if you work in "integrated flow" mode with xDX and PADS LAYOUT.
I think this problem must be solved as a FIX in PADS LAYOUT.
