Upgrading to a version of Calibre newer than 2011.3 will fix the issue. Or you can convert the top-level SVRF rule file into a TVF file and the error should go away. Basically, in that version of Calibre, you can't include a TVF file from an SVRF file, which is why one solution is to convert the top-level file to TVF.

Add the TVF shebang to the top of the file:
Then wrap the SVRF code in a tvf::VERBATIM block:

When you source the TVF file, do it outside of the verbatim block like this:
source "my TVF deck path"
So in your top-level file, it looks like line 87 would be outside of the VERBATIM as:
If there is an include to an SVRF file, you need to use "include" inside the VERBATIM block, instead of "source". For example:
your SVRF code
PS - I should mention that it would be better for you to update to Calibre 2015, since it was listed as tested for your PDK. That way you shouldn't have to update the rule file.
Yes, I will be looking into updating to Calibre 2015 - it will make everything easier.
I will make the updates for DRC based on your suggestions - but based on my skills in programming, I hope it will work.
But until then, I get another error when doing PEX: I attached it here.
