How to add an user defined popup menu in Library Manager?

I want to add an additional menu in the library manager by using vb-script.

 

In DxDesigner and Xpedition, it is no problem to me by using the following vb-script code (correct setup of scout.ini provided):

But how have to be look the code für the creation of  the user defined toolbar in the library manager?

I nothing find any information in the "library_editors_auto.pdf"
