In expedition there is option to shave pad on external layer using option shave pad.But this option will not work for inner layer. If we have to shave pad then we may have to create custom pad.
Is there any other option for this application.
I don`t see any problem shaving pads on inner layers.
Try with a conductive shape with different netname on the interesting Layer.
In Menue, everthing is set to zero, no Box is activated.
If you are near enough with the shape, the pad will be reduced with netclass width.
If the solder mask is on, you will see there is no change.
Perhaps did it happen to you that SM was on and you unfortunately tried to change this instead of inner pad.

Actually we had Th hole Pads at the edge of board connected to a net & pad was going out of board edge so we thougth of shaving pad.With the option available in mentor shave pad we could only shave on external layer as it take mask to copper clearance. To shave on inner layer we tried creating custom pad for that Th hole & then continued.
I tried implementing your idea but it didn't worked out for my application.
If we have plane shapes then as per constraint copper will be etched out but for pads of vias & Th hole part it is not working...
it is not possible to shave Vias or Mounting Holes..
We talk about Expedition.
You must use a Conductive Shape (Draw mode>Properties>Conductive Shape) on interesting Layer, or Trace (see Draw Mode) with a Netname other than the Pad.
The interesting Pad must be selected in Route Mode. Then press Shave.
