Problems with drill to copper clearance and creating antipads.

I have 4-layer board, where L3 is the ground plane and the rest are routing/component layers. L3 is defined as a Split/mixed plane where I have created a plane area of copper and used the hatch function in the pour manager.


My problem is that I can not create any antipads or control the via/drill to ground plane clearance for vias that are not connected to the ground plane. What I basically want to do is to add an antipad in the inner layer to to a pad on a component, and change the default drill to copper clerance. I have tried changing the default design rules and adding antipads in the pads stacks but it makes no difference.
