Many users set MGLS_LICENSE_FILE or LM_LICENSE_FILE in their .profile or .cshrc. Often, admins will create generic scripts or scripts for specific projects that set the license environment variable and others based on their unique environments. MGLS_LICENSE_FILE is the preferred variable for Mentor Graphics applications and the first one searched for licenses. Setting it in bash or csh would be as follows:
$ export MGLS_LICENSE_FILE=<port@host>
% setenv MGLS_LICENSE_FILE <port@host>
The <port@host> is simply a placeholder for the port number and the hostname of your license server (e.g.: 1717@licserver). That should be all you need to start Questa SIM.

You shouldn't need to set LM_LICENSE_FILE if you set MGLS_LICENSE_FILE since MGLS_LICENSE_FILE takes precedence. If you want, you can set them both to the same value.

for me I use modelsim SE
and I use the following command to set ut the licence environment:
LM_LICENSE_FILE=/<your- path-to the installation directory>/LICENSE.dat
PATH=$PATH:/<your- path-to the installation directory>/bin
