it looks very strange,
did you try rerouting the tracks?
and check the design for integrity issues by pressing i and enter
"The left image below shows how the traces look in PADS, and the right shows the created gerber file."
How come the left image has horizontal traces and six vias and the right image has vertical traces and 11 vias?
The right imae looks like a wide trace and then a narrow trace connecting to the pad. I'd use Viewmate to look closely at the Gerber file. You can select traces and see what D-code is being used. That may provide a clue.
Are the vias marked as "Annular" in the pad stack?
Because this will make such result.
Turns out that this problem was due to the padstack for the vias having an inner and outer diameter specified. Getting rid of the inner diamter (setting it to zero) fixed the problem.
