This implies the project has been opened in a newer version of the sofware, if this is the case you will need to use the version or a later version than the one used. If on the other hand you are certain it has not been opened in a later version then use the iCDB Project Backup utility to see what versions are available. You may be able to restore an earlier version that you could use. Also, look to see if an sAddress.adr file has been left in the database/cdbsvr folder after the project was closed. If so, and nobody is using the project, delete this file and try again.
If all else fails log an SR.

I can't seem to find a iCDB Project Backup Untility on my system.
I am also unable to find a sAddress.adr file.
Of note here is that the SCH project I am trying to open is from a third party.
Note that I am new to DXdesigner and PADS. Is there something in the project supplied to me that I can open, say in Notepad to determine what version it is expecting?
You will need to find out from the provider of the project what version they are using, maybe they are on PAD 9.5. You will need to use the same version to open the design. You could look in the logfiles under the cdbsvr/log directory, you may work out what version is used by looking for a 'Base flow...' line in one of the log files.
iCDB project backup is installed in the Mentor Grpahics SDD - System Tools tree of the Start menu. If you open the project using this and hover on the flow name column in the Backup Details pane, it will list the version and any patches.

Check your version of PADS has the latest udate to 9.3. If you install your own software the backup utillity is under system tools, it is not licensed so you could install it and use it to manage your projects.
If all else fails ask the supplier for another copy of the database.
PADS 9.3.1 is not the same as PADS 9.3, it is newer and a different version of DxDesigner.
Yes, that was the issue. Shannon helped me pick through a log file to determine the version the project was last opened with. I now have PADS 9.3.1 installed and the project opens correctly.
