I don't have that problem. Also, since the release of VeSys 2.0 v2013.1 (December 2013), VeSys Classic support has ended, so I am not sure what can be done (other than instruction to only open one DWG at a time).
So we do not get any VeSys Classic support from now onwards?
This is for my curiosity is there any direct way to move from VeSys Classic to VeSys 2.0 or Capital within few steps?

It sounds like the mapping between the Wire Breaks isn't being updated when you switch drawings.
You can force a refresh of the Wire Break links by opening/editing any Wire Break and then click OK (you don't need to change anything), you should then find all of the Wire Breaks work again.
You are correct, support for issues with VeSys Classic versions will be provided on a reasonable efforts basis only. There are no plans to update (enhance or patch) VeSys Classic.
Mentor Graphics introduced the next generation VeSys 2.0 software in 2009. VeSys 2.0 uses the same Mentor part numbers and license features as VeSys Classic, so customers with active support contracts could upgrade with no additional software costs. Note that VeSys Classic 2008.2a SP1109 included utilities to simplify data migration to VeSys 2.0 (or Capital).
Have you discussed the migration path with your Sales contact?
If u will switch over other window, press double click the any one wire break and again give the ok, then it will show continuous between two wire breaks.
