In the ProEPlugin folder is the Readme.txt file that describes how to set up the licensing for plugin in section III.
In your PATH variable, make sure you have pointed to the folder location of the mgls64.dll. This is typically at C:\Program Files\MentorGraphics\Licensing, or at F:\MentorGraphics\Capital\bin. If your Pro/E is a totally standalone situation, then you can even copy the mgls64.dll to some local folder, and PATH should contain this folder location.
Very similarly, you will need to create a variable MGLS_PKGINFO_FILE, and it value should be the location and file name of the mgc.pkginfo file. Again, the locations it can be located are as in the above para.
Additionally, if you are in a standalone situation (no Capital Manager or Client), then your LM_LICENSE_FILE will need to point to your license server.
Restart Pro/E, and deploy the protk application again.

My PRO-E is in network drive, is the procedure mentioned by you is applicable to this too?
You need to set the path variables on the machine where Pro/E is installed.
I have exported the 3D harness xml and trying to import it in VeSys 2.0 but it is not responding and hangs, Is there any settings needed in VeSys 2.0.
Both Pro/E and VeSys/Capital are excellent applications, and their integration was made keeping in mind their strengths.
Please go through these modeling guidelines. I recommend avoiding the possible urge to rush through them.
Also, what release and SP of VeSys are you on?

Could you please attach the xml you exported from Pro/E? Please let us know the release and datecode.
We would need to take a look at the installed licenses for your setup.
