Which version of the software? Is there a 'pcbname'.cce or 'pcbname'.cczfile created anywhere in the project? If so then it is probably a licensing issue, do you have liecenses for the viewer? If not it will try and check out a full Expedtion licence.

If the eExp view has been generated there will be a *.cce file in the eExp folder in the project, this is where the eExp viewer looks for the information. If that exists then you will have to use the LMTools licensing tools to check for available licences. The cce file is generated on Back Annotation from Expedition so maybe running an explicit ECO - Back Annotate from Expedition will generate the file.
Failing that contact your local support organisation for further advice.
