This is standard in the case when some power signals are declared in the 2005 version of DxDesigner (which is the version in PADS 2007.1), I don't recall the exact mechanism that detects this, the log files will probably give a clue. You can just move the symbol and net to the first page ans delete the second page. If you're certain all power supplies are accounted for you can delete the symbol alltogether.
I had the Engineer who created the design look at it and he said the design was fine and all the connections were going where he wanted them to go. He suggested I just delete the second page with the power pins and nets and try to prevent it from happening in future designs. I’ll check the log file to see what might be causing this and make note of your answer for future reference because I know other engineers are going to have the same problem.
