Am I right in saying that anyone with any kind of PADS suite will now have constraints management /reuse as standard in the upcoming upgrade? Also when can we expect the upgrade?
You will have to confirm these questions with PADS Marketing, this post is restricted to what changes are coming in the VX release of xDX Designer, which is used in both PADS and Xpedition.
Yes - all PADS Suites and bundles now have Constraint Management, Central Library, Library manager, and much more in the PADS VX release.

So that includes users who want to continue running Pads Logic?
PADS Logic and xDX Designer (the new name for DxDesigner) are co-licensed in the PADS suites, so you have your choice of front-end tool. However, if you want the higher-end capabilities of constraint management, library management, etc. you will need to use xDX Designer.
The good news is that you already own both, so you can try xDX Designer at any time, either from your own desktop or from the new virtual labs which will be available soon. But to my knowledge Pads Logic currently has constraints management and reuse within the ES suite so if you are making it free in DxD why not in Logic?
