I am attaching ‘PCI-124.d’ file as an example. You can open Library Manager > select Decal icon > select Import at the button on the dialog.
For this Decal terminals from 1-62 for top layer defined as SMT pads with zero pad size for inner, opposite layers, and drill; bottom terminals from 63-124 are defined as SMT pads on the bottom layer only in opposite fashion of top pads.
Terminals 12-13 and 74-75 are skipped and set as round pad with zero size pads for all layers and drill.
