How can I create a double D shaped hole for PCB decal?

I need to have a PCB decal with a keyed hole for a shaft that looks like the following

How can I do this with PADS?  I am currently using PADS version 9.2.

When I need complex profiles, I create a tool-path on a spare layer. (and sometimes also a  keepout)

The tool-path is a 2D polyline, of a width equal to the tool the FAB will use (eg 1mm, 1.6mm, 2mm whatever)

The outside edge of that, is the final hole size.

You can use another layer for construction lines, in you example, a 7mm circle and a 6.2mm square.

Using those as a guide, you first create a (shrink) rectangle, and then use pull-arc to get the curves.

The final outside edge of your path, should touch your construction lines.

Under CAM you export that profile layer, and the PCB fab turns Gerber into Excellon route.
