What's your problem with selecting a fractional voltage? For me it works fine - as you can see in the screenshot's highlighted voltage field.
(Of cause, you will have to declare your VTT as a supply net. This is done in the "Select supply nets" part of the "Edit supply nets" dialog box.
After doing so, it will appear at the end of the list in the "Edit supply voltages" part.
Here you can edit the voltage. Make sure to use the correct decimal separator Period "." or Comma "," depending on your system settings.)
I provided net names +1.2v for supply nets the voltage values are automatically assigned
but some hyp files given to me are with net names like 1v2 or 1p2 how to make v,or p as a decimal separator and were to do this?,If we are able to do this then no need for manual assignment of net names in setup power supplies

I think you entered the fractional value inside "<>"
so that only it is not accepting enter the values as mr Martin said you will not get this error
if you provide the net names as +0.75V in the schematics you dont even have to do thin manually i this so
