Have you removed the Power block from the 'Blocks' node in the Navigator? Removing it from there should allow you to create another block with the same name (at least it does in VX.1)
Is there a symbol with the name in the local symbol library? If a symbol exists, a new block may not be created with the same name. Delete or rename the symbol,

I have re-looked at the design and still have the problem.
I have attached text document which shows the what I get when in the output window when I list local symbols.
Also attached are screenshots of the list of local blocks in the navigator window and the error message I am seeing.
Based on these findings is there anything else I can do to fix this project?
Is there a local symbol in the library as seen by the 'Local symbols' node in the central library view? If not then the only option is to create a new block with a variation of the name, say Power2.
As I say, tested in VX.1 and it works OK.

Just tried this and it works in 7.9.1 as well.
(It all a matter of knowing where to look)
