Nobody has had the need to create a part with no pins?
Maybe it's so simply I'm overlooking something, if so please let me know.
While it's not possible to create a footprint (I refuse to say Decal) without a pad you can fool the system to get what you want.
I've used it to create heatsinks, inserts, stand-offs etc.
Create a footprint with one pad, then edit that pad to have zero size hole and pads, the tool will complain but it allows it.
This footprint can then be placed anywhere and doesn't seem to cause any issues that I can tell.
You can do the same in Dx by creating a symbol with no pins and using the NC property to map 1 pin.
You need to create part with required number of pins having zero drill size and diameter .
