PADS does not have direct support for either of these features, but here are a couple of possible workarounds.
For the L-shaped hole, try placing a couple of overlapping slots at right angles to each other. Be sure to add a note in the fab drawing to clarify your intentions. I'm not sure if DRC will flag this as an error or not, but if it does, you'd have to live with it.
For the board cutout, draw the shape on an unused general layer (I use Layer 18 for this kind of thing). Use that as a template to edit the board outline to match once your part is placed. I prefer to do it that way since all of the DRC and plane creation functions of PADS use the board outline.

I was creating this same footprint for the USB-C connector. I did the same thing David Rickets suggested above.
There is a clearance error for the over lapping slots.
It really seems like there should be an easier way to do things like this in pads. Especially the L shape and elongated slots.
