With the latest version of PADS (VX.1) xDX designer has an Eagle schematic importer. It's as easy as file import Eagle, run the translator once to generate the properties to convert and then run the translator again with the correct property mappings.
Eagle files from version 6.5+ are supported

Right now I just have installed Mentor Graphics Dx/Exp EE7.9.3. I don't see any other relation to PADS. Will I have to install this brand new software PADS VX.1?
My mistake Marissa! Because you were talking about Eagle, I assumed you were interested in PADS. I will move your post to the Xpedition > Design Creation community. You do not need to use PADS.
So to be clear, I don't need PADS, but I can just use File->Import->Eagle?

The Xpedition VX1.1 release includes an Eagle schematic design importer for xDX Designer schematic entry. This importer imports many Eagle schematics from versions 6.5 to at least 7.2.
I am a little confused on my current installment (Mentor Graphics Dx/Exp EE7.9.3) .
Does Xpedition comes as a part of the DX installation or are these two different products?
Are they related in any way?
You would have to upgrade to the latest release of Xpediton for the Eagle importer. EE7.9.3 is quite old and many new features and usability enhancements have been added with the latest release. DxDesigner and Expedition require the same install code and are not backward compatible with previous releases.
By any chance, is there another method to export Eagle files to DxDesigner without a new installation? I am kind of limited on resources and have to use the Mentor Graphics Dx/Exp EE7.9.3 software.

I have a .sch file I need to import, but my version does not have the Eagle import function. Are you aware of any workarounds for this?
Ultimately I will need a netlist file or .asc file for layout. Any assistance will be appreciated.

Unless I am misunderstanding, I think you have two choices:
1) If you upgrade to Vx1.1, you will have the new import functionality
2) If you have to use Vx0, you can export the netlist from Eagle, and then import it into DxD
I've only used Eagle a few times, but I think you can download it and use it for free as a trial, at least long enough to get your netlist
Also, there is a friendly and helpful Eagle User group forum where you can get help. They were very responsive when I had questions
