After windows update in my laptop I am not able to checkout CHS license from server. I am getting an message that the program is not fully compatible with windows.

There's a lot of information on this message if you search for it. For example:
Cannot start the service "Interactive Services Detection" in - Microsoft Community
The warning "Interactive Service Detection" does not appear when I install the license file correctly. So I guess there might be some incorrect procedure for your license installation but also make sure your license file is still valid to run Mentor Graphics application. When the license is well installed, restart the computer and check whether the problem still exist.
