In my opinion buying a new PADS license is better than upgrading a 10 year old license.
you can register at the site supportnet.mentor.com using the "Site id" present in your license , once you login you can create a service request and the related people will contact you.
I was told by Mentor Graphics Sales Support that because there is not a current support contract for the software, I need to request the license renewal though the Communities Web site.

in case if you are only looking for the latest license files, you can register at supportnet (see my earlier post), and you can download from there.

If that license is a perpetual license, you are entitled to a license. There is always a way to come back on support if you want to use the latest software. I suggest you contact support, or you sales person to understand your options.

Sravankumar: Thank you for directing me to the supportnet.mentor.com site and linking to the video. The video was very helpful to show that the license files can be obtained on-line. The license file process may have changed since my PADS sales rep instructed me to use the communities site.
Jim: Thanks for the reply. Yes, I am obtaining a new license file for a perpetual license. I hope to upgrade to the latest version of PADS, but we are presently supporting old designs with PADS 2005.
