Adding a Via to the via list Layout 9.5

I am using Layout 9.5.

I am trying to add a smaller via for signals to the via list on a project. We have a signal via defined on another project and I would like to use it.

I found it in that design and exported it as a *.d file. I think imported that file into my library. I cannot figure out how to add it to my via list. I found a write up under the help menu that guides me to :


Setup Via Dialog Box

  Use the Setup Via dialog box to add new via names to the Available Vias list. The Setup Via dialog box does not know about via padstacks in the design. These via names should reference the real via names in your design, where the internal padstack structure is defined.




  • PCB Decal Editor > Setup menu > Design Rules > Routing button > Via definition button


but  under "Setup Menu" there is no "Design Rules" selection to make.

I tried to create one new under the PCB Decal Editor I see in the padstack where it has a button for VIA but it is greyed out.
Any suggestions about how to add a via?
