Without the Search Window you cannot perform either verification - the search window needs you to be using a parametric database of some sort, Access, Excel or other.

You need to be using a database along with the central library, the database contains parametric data associated with the parts in the central library such as value, part numbers, manufacturer part number. It is quite an involved subject so look it up in the on-line help or on SupportNet.
Is this something to enable directly in my Central library .lmc using xDM Library Tools ?
Configuration of a parametric database with the central library can be done from xDM Library Tools, but it assumes you already have the database available and if necessary an ODBC connection for that database. If you only have a basic Central Library with parts then the search and verification functionality is not available to you, verification works off the parametric data not the central library data.
To fully understand the concept you should consult the documentation, it is too broad a subject to explain via this forum.

I've just followed the TechNote MG518009.
And filled "xDX Designer -> Setup -> Setting -> xDX Databook" with my .dbc file.
