You can request an "expeditiontopads" license feature. You will need to be using Pads 9.5 at a minimum to do an Expedition 7.9.5 translation into Pads. I don't believe there's any extra cost associated with this but the license is granted for a short time period and not automatically renewable.
Once you have that license feature as long as you can export the encrypted ascii from Expedition you can then import the encrypted ascii into Pads.

I'don't no exactely what Exp 7.9.5 netlist look like,but if it is as Pads netlist file,so as a "*.txt" or "*.asc" file you may edit it within Notepads or something else and juste modify some few lines (at the begining and end of file) and some others symbols and caracteres to rich the PADS format.
Look at a standard netlist from one of yours pads job,and "reconstruct" your expedition file in the same way as model by manipulate within Notepad.that works fine,I'have already do this many time with netlist imported from other CAD systems.
