mgcld vendor daemon is not starting after installing new license file for Flexlm Service

When trying to start the Flexlm Service, the mgcld vendor daemon is not being started. THis is with a new license.dat file, on a newly installed server. I updated/modified the licen.dat file with the correct hostid and mgcld.exe location, but still fails to start. What am I missing? This is the error logged:
