It's difficult to tell what the problem is from the information supplied. Like the message says, take a look at the log file. That file is defined in the Config Services tab in lmtools, so you should be able to track it down.
What I do notice is that you are running a very old version of the license server (10.8) which was superseded 7 years ago, and was not supported on Windows 7. If this has worked in the past, however, with no changes other than a new license.dat, the problem is likely to be an edit to that file.
