PADS Layout doesn't support Cluster, this is used by PADS Professional Layout and Xpedition layout.
thanks a lot, but what made me confused that i can create clusters in the layout and can assign them in the schematic but the annotation not working.

You might find out you can still use this info to your advantage. We have this setup also, and instead of using the Cluster Placement/Manager tools, we use the Find tool. Switch the Find tool into attribute mode (Find by pulldown) & select mode (Action pulldown). Select the cluster attribute in the Attribute list, and you should see the different groupings that was defined in the schematic. Pick the defined grouping, and now all the components with that defined will be selected, ready to be moved. Using this method, 2-3 weeks placement effort was turned into 3 days. Hope this helps.
