A couple of questions...
1) Are you sure it is a PADS Logic schematic? Other software also use .sch as file extension.
2) Is the schematic created in a newer PADS Logic version?
I'm not sure. Is there any way to check what program made the schematic?
Try open the .sch file in notepad or similar program.
It may be possible to read the name of the CAD program in there.
Unfortunately it does not look like this information is visible in a PADS Logic .sch file.
