I would not use Wizard.
Add pin, change Pad stack, zero out internal and bottom pads, add Mask and Paste layers.
Move pin to correct location (depending on how it is documented by TI)
by typing SR x y
Add first pin, Select it RMB Step and Repeat (put in the values)
You can do this process for entire Row or Column
I agree with you. It looks like this is the easiest way to make it. It looks like import of dxf is good only for cooper shapes.
