How to edit Symbols in Library Manager and DxDesigner.
Can any one give me the clear steps to create/edit a symbol..
Start with the PADS Library Tools User's Guide in the documentation set.
Log in to Lib Studio, select the symbol , edit symbol

Don't use Library Studio, it is an old legacy piece of software that is not part of Library Manager (it is a separate option in the installer). In Library Manager use New symbol from the symbols node of the Navigator or menus and the symbol editor will open (if you are on the latest version or at least VX.2.0 then the symbol editor will not look like the picture above, it is a new editor based on Designer). From there you need to create the graphics and fill in the pin list to add pins - I suggest you look at the documentation to learn how to do this.
is Library Manager licensed together with dxdesigner, or is there additional license required?

It is part of PADS Standard and PADS Standard+ where the 'Integrated' (iCDB) project type is supported. In the netlist flow you still use the same editor but it is launched on individual symbol files. See the answer below, where the user is launching on a library symbol in the netlist flow.
my preferred way is to select any given symbol (just place it from dxdatabook) and perform a right mouse click on the selected part. From the menu that opens select "Symbol" --> "Edit Library Symbol", as shown below.
This will open the symbol editor, with the selected symbol loaded. You now can select "File" --> "New" --> "Symbol" and create the graphics.
In the 'integrated' project type parts are tied together through the PADS Library Tools and these are launched from Tools - PADS Library Tools, for the netlist flow you are correct.
