Take a look in Setup > Layer Definition for this layer, is it set to "No Plane", "CAM Plane", or "Split/Mixed"? If it is a split/mixed layer be sure to flood it.
Go to File > CAM, select the CAM document, click Edit. What is the Document Type, it should be set to "CAM Plane" if the layer definition type is set to "CAM Plane" and should be set to "Routing/Split Plane" if the layer definition is set to either "No Plane" or "Split/Mixed".
Both layers that are affected are set to split/mixed in layer setup.
"Pour Manager" does not recognize anything to flood and tells me "There are no copper pours to flood." I have been going to plane connect and selecting "select all" and it seems to flood and connect everything.
The shape on the layer is defined as a "Plane Hatch Outline." I tried removing the hatch area and replacing it as a plane area.
Nothing changed on the gerbers.

Your CAM document is not defined with the proper number of objects for the Layer. Currently, layer GND is only displaying copper and no pads, no vias, etc. Go to File > CAM, select the GND CAM document, click Edit, click the Layers button. Select layer GND, enable check marks for:
Copper (already enabled)
