Any help on the error below when trying to access the central library on Xpedition Designer?

Can you provide additional information about the process you are using, the message indicates that the library is not compatible with the 'flow' you are using. We support three central libraries with subtle differences, PADS, PADS Pro and Xpedition.
How are you trying to open it, via Tools - Library Manager in Designer or from Library Manager on the Start Menu? Do you have different product installed, PADS Pro and Xpedition for example?
In answer to your questions:
The error comes up while attempting to open a project in Xpedition Designer (File > Open > Project). I think this error has only occurred after I tried to import a part into the library through the 'Import PartQuest Parts' tool in Xpedition Desinger.

No, only Xpedition.
Can you try opening the library from the Start Menu - Library Manager (if you have a license). Otherwise you will need to contact your local support, this doesn't appear to be a problem a forum like this will be able to solve.
I've tried this but comes up with an error saying 'Can't Open Library'.
I am experiencing this same problem. We are all working from home. Our administrator advised, "if you are getting that message working off site over VPN, there is too much lag."
How is this fixed?

Unfortunately there is no easy fix for this issue. The only fix that worked was by replacing the library with an older backup version.
Is this the final answer, telling a user that the software is defective and doesn't work with the current library? In general, Xpedition performs poorly over VPN. Key operations cause long delays. Just loading the project - stored locally, takes several minutes as presumably it is hunting for remotely stored library data that should also be stored locally. There used to be a term for software like this - Coasterware.
I'm not an expert and there could be another solution. From my experience, this is what we had to do to get the library working again.
I understand your frustration with working on a slow network and we are looking at ways to improve our software for some of these cases. However these improvements will be limited to the bandwidth of your network. Since Designer needs to create a list of parts to be placed during startup, if your library .lmc file is large, then this could add minutes to the startup process. If you get the message 'Can't Open Library', then this is most likely an environment configuration issue and not a software problem since I was able to open a Central Library in the US from my machine in the UK over VPN. I would suggest that you contact Mentor support who can help in looking into environment issues.
