if you browse the symbol library for the comment symbol you want and then you place it on the diagram. Should you place the comment symbol inside a parameterised device you will note that the device highlights to indicate a potential association. Once the placement is completed you'll see that the symbol is now linked with the device and as you move the device the symbol is moved with it. If you delete the device then the symbol is also deleted.
Comment symbols can also be associated with device pins if the placement is done to a pin. This allows you to associate graphics with a pin, for example, to indicate the function associated with that pin. If you subsequently move the pin the comment symbol will move with it.

It's also worth mentioning that you don't have to actually double-click on the device/pin, if you click once on the object desired, then clicked anywhere in the diagram, the comment symbol wil be placed at the later chosen position but associated with the object as it moves
