In PADS using the DxDesigner 2007.x release the mechanism is the same as for Expedition, the only difference should be the use of NETNAME instead fo Global Signal Name as the property attached to the 'TAP' symbol in your library. This means that for every global net I had to place a special component don't care about the the original name attached in the symbol.

To make a signal global you attach a Pin Type symbol that has a NETNAME property equal to the global signal, it is the same as the Add Power/Ground components in DxDesigner 2005.x. It is these symbols we refer to as TAPS. It is a single mechanism supported by DxDesigner now rather than the several mechanisms that were supported before. TAP is not an abreviation, I think it comes from some old electrical terminology where you would 'Tap' power from a power rail or bus bar (another electrical term). But I wouldn't bet my life on this statement
