Are special features lines required (license file) to run FPGA Boardlink in Design Architect

I can run FILE -> FPGA -> FPGA Boardlink .... function from the DA menu bar, because I own a "mentorall_s"  license (all mentor products) to create a fractioned symbol starting from

a  Xilinx  .pad file.

But for any customer (not owning mentorall_s license) are special licenses required ? in this case what is the name of the feature name (license name) ?
