I am not sure where this file ends up under windows (we are on linux).
But these settings are stored in a file called mgc_nse.ini
In Windows I find this file in:
C:\Documents and Settings\<User>\mgc_nse_2007.ini
I didint find the way to settings: Pin Spacing,Pin length, Pin Label size.in this file?

I think the info is only stored in the ini file when you have actually changed it in preferences.
There does not seem to be a way to define Pin Label size
Pin Length is there, it is called PortLength, but there is an issue with this, it not only defines
whisker length but also the spacing between the pins (!)
Any news on this from MG?
It's impossible to make the grid fit to the pin spacing even if it is set manually in the advanced settings. I have installed PADS 9.2 and this still seems to be an issue.
For clarification, you are discussing two separate tools here, the Generate Symbol utility creates a block symbol from a schematic, the settings it uses are not saved after edit (they probably should be), so the changes you make in the advanced dialog have to be re-applied each time. I have logged this internally with Mentor.
The nse *.ini files you are talking about control the symbol editor settings independently of the Generate Symbol dialog. The settings for grid are inherited from those set in DxDesigner when NSE is loaded from within the application.
You mention problems with pins being off grid, what are your settings in DxDesigner and what are they inside NSE when launched from DxDesigner? Also, if using a metric grid do you have High Precision set in the symbol editor when saving the symbol, if not it will write out the older fixed format which has a grid of 0.1 inch precision.
