I ve missing right-click-and-hold panning with picking-up-view-and-move-and-release in Expedition also.
In DxDesigner you can configure Pan and Zoom to be like PADS or Expedition. Also you can configure Strokes. Go to Setup - Settings - Schematic Editor and select 'Stokes, Pan and Zoom.

I believe you can set zoom behavior so as in Expedition (with mouse wheel), but I think it's not possible to modify pan configuration. Strokes interfere with right-button press-and-hold panning.
I was really used to that configuration, but... I guess there is no other option.
You cannot set the pan mide to be the old VeriBest right mouse button mode, you may only set strokes to be on the right or middle.
If you have strokes on the middle mouse button you can modify the stroke delay value by editing the following line in the DxDesigner.xml file, which helps when using the same button for panning/zooming:
<key name="STROKE_DELAY" value="100"/>
A setting of "200" (mS) may help in this case. This setting is not available via the UI.
