I have not tried this, but the documentation (library_edititors_auto.pdf)
seems to point to either .lmc or .pcb file. Table 5-1 page 405 in EE7.9 Update 5
I know this documentation (as well as table 5-1), and actively access partsdatabase through LMC file (for the Library Manager) and through PCB file (for the ExpeditionPCB). However, I think that PDB file is "all-sufficient" file for partsdatabase, and guess why shouldn't I access it directly...
That is how the software was designed.
Moreover, it will consume an additional LibraryManager license.
So even if you have a pdb license as a part of the design entry tool, it will not be enough for the operation.
I have asked mentor to make the automation of libraries free of licensing assuming that everybody has the licenses as a part of the other tools.

other way in the pcb/layout folder change the file Design.llm to Design.lmc
use library manager to modifiy your local library ( use this way to debug sometime ex partition reserved by ... the catalog stay lock)
rechange the file to Design.llm

My attempt to use PartsDB2HKP.exe has surprisingly failed. To convert PartsDB.pdb into text, I have written 2 lines:
PartsDB2HKP -i PartsDB.pdb -o PartsDB.hkp
DataConvert -decrypt -i PartsDB.hkp
The first line has successfully generated the binary HKP file. But the second line has terminated, with the following message "Unable to find a license for feature "decryptonly".
My current release is 7.9.1. I have reconfigured back to EE2007.8, and the above 2 lines completed successfully.
Mentor seems to have changed the DataConvert licensing. Rather strange...
for 7.9.1 is necessary to request another license from mentor and replace the .exe program to another
