PKG_GROUP works for 'pcb netlist flow' not for the icdb flow which is too bad.
There is an idea for this:

We have the very same problem, the only answer we have received is to manually add the correct refdes
and add a FROZEN_PACKAGE property with value FIX, or BLOCKFIX to the symbol, this will keep the packager
from re-packaging those symbols.
Thanks Taco, but it seems that the property "Frozen Package" does not work correctly, or I'm not using in the correct way.
I add it to the parts I want to fix, with the value "Fix". If I make a "Repackage all", then the fixed parts topologica references are modified and the properties itself disappear!
What to do? Non solutions from mentor graphics to what seems to be a common problem, if you work with hierarchical projects.
Use the Repackage Unfixed Symbols option or the Package Symbols option, Repackage All forces a repackage on all symbols including fixed symbols.
