There are two things you can try to find and/or fix the error.
1. Run Integrity Check. It is a Modeless Command. Type I (eye), Return, on the keyboard. A box may pop up with some information about nets. Try to "Repair All" if that is an option in the dialog box. This may fix it by deleting the net(s) - please compare the file to the netlist after doing this and check connectivity to be sure nothing is missing.
If there are no errors you will see "No database errors found" in the bottom left corner of the screen.
2. Go to File, Export and export the file to ASCII format. Then, open a new, empty file and import that file into it. You may see a Notepad window pop up with errors during both the export and import. Sometimes these are easy to figure out and sometimes they are not. If you have access to SupportNet do a search for any errors you see in the report.
If you do have PADS support we would recommend moving up to a more recent, supported version when you have time. You should see far fewer errors of this type in current versions and we will be able to give you better support if you have questions.

Here i attached file .i followed your procedure ,ok but think is, it is updated some level(i mention in picture ) only after that no updates ,i am using PADS 2005 .please give the suggestion to solve this problem

Try open the layout in PADS Router (if possible) and save it.
This sometimes help.
The file may have some corruption in it that you may not be able to fix. If you have PADS support please submit the file in a new Service Request. If you don't have support check to see if you have a backup file that will work.
