You can use the pcbdoc.fullname property to get a text string containing the full path to the .pcb file of the currently open project.
In this kind of case I would use instrrev to parse the string backwards to find the last "\" (backslash) in the string. That gets you the path of the PCB directory. Then you can add "Output\" to that and you have the path to the Output directory.

Currently I'm using "Set OUTPUTPATH = fso.GetFolder(pcbDoc.Path & "Output\")" which works good for me
