Non-electrical part decal is missing

I created a part in Logic for a heatsink.  This part is unconnected on the schematic and will not ECO to the Layout.  I created several variations of PCB decal for it:

  • I tried using the Top Assembly layer only.  That didn't work.
  • I tried using the Top layer.  That didn't work.
  • I tried adding an unused signal pin with a corresponding 0 diameter pad in Layout.  That didn't work.
  • I tried adding an unused signal pin with a corresponding 0 diameter pad in Layout. I then connected the unused pin to an existing net on the schematic.  That didn't work.
  • I tried both ECO registered parts and non-ECO registered parts.  That didn't work.
  • I tried updating the PCB decal with a non-0 diameter (say 20 drill, 40 pad).  That didn't work.
  • I used the ECO tool to add the part to Layout then ECO from PCB to Logic.  That worked.  Then, keeping the back-annotated part in the schematic, I used the ECO tool to delete that part in Layout, then tried ECO to PCB.  The part doesn't show up.  So, that didn't work.

 

What am I doing wrong?
