I tried to run this software (I mean ModelSim) both on Red Hat enterprise linux 5 and Ubuntu 12.04 as guest OS on Win 7 host OS,but I always get the same error.
You mean "start a license server "on my operating system? I didn't do that.what I'm supposed to do to start it? I'm new user of Linux.

Ubuntu is not supported and probably won't work. RHEL5 should be fine.
I'm not sure if you need to start a server or not. It depends on the type of license you have. You can determine that here: Types of Licenses
Once you determine your license type, you need to check which host it's for. If it's for your host OS (Windows 7), the only license that will work on your VM is floating and you'll need to start a license manager on your host OS system. We have a video demonstration on that - Configuring a Mentor Graphics License Server on Windows (Video). The procedure is also in the licensing manual. From there you can just set your MGLS_LICENSE_FILE variable to point to your license server. This is also in the manual.
If you're license file is locked to the hostid of your VM, depending on your license type, you'll need to follow the procedure for setting up a license server on Linux from Chapter 2 and/or setting the MGLS_LICENSE_FILE variable. The information on environment variables is in Chapter 4.
