Yes, you may defining "annular" pad on bottom layer for all the pads used in your job.
The problem is that you wil have to do this for all parts presents in the PCB.
the result will appears as closed pads on TOP and INNER LAYERS and annular pad on BOTTOM LAYER as a guide to drilling.
I also use the solution Vincent wrote.
OrCad has been able do this for many years, but for some reason Mentor does not think it is worth adding this functionality.

Your right we can use annular pad,but annular only in circle can't do square,rectangular and oblong pads,because of required to mention first in indication and oblong pads are need in single layer board.
The annular can make very smaller board but in larger single side board is can take too much of time.
