I created a hierarchical design and then run the SCOUT interface to generate the cross-reference. I noticed that the page numer annotated near the instantiated block is different than the number showed in the navigator pane:
Also the offsheet symbol link the Page 16:
but if i go down in hierarchy the page number showed is 7 (the content of the page is correct and show the right schematic)
The border symbol has @PRINTORDER property to keep the page number and in the destination page this property is 7 like in the navigator pane
I use the Page $lvlpage_range string to pass the page number to the instantiated block

For SCOUT to follow the print order variable you will need to ceate a page order file that follows the hierarchical path of the navigator. Print order was develpoed to use the cross-referencing under tools - cross reference which at the moment is incomplete with regards its support for hierarchy.
